MISD seeks to renew Instructional Support Levy at 10 percent

Marion Independent School District will be seeking a 10 percent Instructional Support Levy, said Marion Independent's business manager Christie Van Wey at the June 8 school board meeting. The levy comes out of both income surtax and property taxes, and is vital to the budget. It has brought in over $4.2 million of revenue into the district over the last five years.

Approved by the board every five years, or approved by the voters every 10 years, it supports the educational programming of the district. Marion Independent's current levy expires in FY2021, so it must be renewed by April 15, 2021. It can be a maximum of 10 percent of the district's regular program district cost.

The monies can be used for any purpose allowed from the general fund (salaries, benefits, supplies, etc), but not for Dropout Prevention, Talented-and-Gifted, Physical Plant and Equipment Levy, Management fund or Special Education deficits. To renew the levy, the Board will adopt a resolution stating it will consider participating in the instructional support program and will call a public hearing on July 13, 2020. The resolution must include the following specifics:

1. The amount of the district plans to levy, not to exceed 10 percent

2. The purpose for which the money will be used

3. The method used to fund the program (property tax; or property tax and income surtax)

4. Public hearing must be published in the newspaper at least 10 but no more than 20 days prior to the public hearing on July 13, 2020 and

5. Call a public hearing.

Immediately after the public hearing, the board adopts a resolution to continue to participate in the Instructional Support Program.

1. If no petition against the

resolution is filed within 28 days, the district certifies the intent to participate with the Department of Management.

2. If the board receives a petition (which must be signed by 100 or 30 percent of voters in the last election, whichever is greater), the Board will consider submitting for election.

3. Election must pass with a majority vote.

Instructional Support Programs have been adopted in 99 percent of Iowa Districts.
